Eggman taking a detour for the Time Stones is weird in the overall narrative, the lack of Tails in Sonic CD is a good reason why it may come before Sonic 2. This would mean that Sonic the Hedgehog 2 comes before Sonic CD. Ohshima has agreed with this claim, saying Mecha Sonic was succeeded by Metal Sonic later on. Having Mecha Sonic come after Metal Sonic by putting CD first in the timeline has been somewhat controversial for many fans, appearing like a downgrade for the character. There is also the curious case of the silver Mecha Sonic seen in the Death Egg in Sonic 2. However, Mania also left out Sonic CD, implying it might take place after Sonic Mania. Sonic the Hedgehog 4 also made a case that CD happened after Sonic 3 and Knuckles as part of its marketing, but Sonic Mania seems to have changed that.
